I think there may be some media spin on this. There is a well established process for serving on people in office in the US.

Also the alternative (that we have) allows bad actors to deliberately serve on incorrect addresses to obtain default judgements so that the first the person knows is when someone turns up and lifts their car off the drive.
AI says that if they're being sued as a private citizen then the rules are the same as for anyone else. Which means you can't just hand the papers to a random agent or to a branch of the government.

Spin or not, the correct people are using the system to avoid service, when their lawyers could perfectly well do it on their behalf, That is gaming the system as much as deliberately serving the wrong address (a form of fraud).

Yep, standard process is for richer defendants to avoid the summons as long as possible to drag the process out and hope the other party screws up or runs out of time. No sign of media spin, just letting people know about the games played. The BBC are following the standard process just like Trump.

CCJ is an odd comparison though. These are demands for someone to provide testimony, not pay an outstanding debt.
