Well my expensive scart cable produces pictures that are far better than a cheapo scart cable, after I upgraded from old style analogue cable to digital cable...so expensive leads do make a diffence.. but under high pressure selling don't, as they just want to up their sales target.
Some higher end models do. Not common though, because people are bound to use them with nickel plated cables.

Yes a high quality scart might filter out some interference because the signals carried along are analogue.

Try buying pukka leads for B&W speakers. A 300mm lead will set you back about £80 and you'll need a whole mess of them.
That's after you've spent about £30k for a pair of speakers.

For the average user, standard leads are good enough, they do the job, you get a picture, nice.
But for the audiophile, that seeks out top end gear, connections are the be all and end all..
Your average punter watches TV, but the purist 'sees' TV; someone might hear music, but a purist 'listens' to music..there is an added dimension.
So if someone buys a cheap LCD in a supermarket, no expensive lead is going to improve it.

The quality of programmes broadcast will not be improved either.
Scart and HDMI are a lot different, one carries analogue, the other carries digital.
Gold plated scart leads may offer better picture and sound quality, but not the case with HDMI leads. The reason for gold plating HDMI leads is to minimise corrosion over time, nothing to do with quality.
The thing to watch out with HDMI cables is bends in the cable, that can cause signal drop

Is that the quality of programming, or signal strength you refer to?
I counted NINE different antique buying/selling programmes the other day, and possibly the same cookery programmes. Name and shame them! And the flagship Eastenders/Coronation Street just mystify me with the bad acting and ill thought out plot lines. I gave up trying to watch the Bill a while back. Doctors is just a joke. So best telly to watch is Diagnostic Murder, with Dick van Dyke. Thats bad. Or his several spin offs from it, where he always plays with his son. droll!
