An aftermarket one will usually have the option for 6, 7 or 9 litres it should be set to 6 on a new toilet but who's to know

Have flushed with a bucket. Unfortunately I have no idea how many litres the tank holds so I had to guess, but with bucket it flushed pretty well. Still a tiny bit of broken up floating paper, but all the solids removed and a clean pan.
Current regs only allow a max of 6 li for flushing.
That does not give a very good result. Some bowls are better than others.
Some ( cheap ) papers are not very good either. The cheap one my lodger bought always floats and does not get flushed. My 3 or 4 ply Floralys is no problem!

Try a different paper and see if its any different.
But generally I think that its just the small volume flush that you are finding poor as do most people.
Its a major problem for plumbers as some customers dont want to pay.
I dont normally do that work but did once and they wasted my time arguing in yiddish. I only finally got paid by pointing out that if unsatisfied they could call the customer service number. They had bought the unit luckily. Being old they were the kind whom it was impossible to explain anything to.

I'm pretty sure even new low flush toilets should be able to deal with a small p** though shouldn't they? The paper I can live with, but the brown sludge, definitely not, especially as we have a toddler who could easily stick his hands in there if the mood takes him. I'm guessing its been installed incorrectly but the flush is a sealed unit, so i can't see what's going on.

If you post a pic of the flush unit here somebody will be able to suggest the easiest one to swap to which can then be set to 7 or even 9 litres.

Restriction between pan connector at back of toilet and soil pipe,if it`s a flexi pan connector it may be kinked,it`s definitely an obstruction.
If you lift the cistern lid you may see a line moulded into the ceramic on the back wall of the cistern below the screws that fix it to the wall. This is the max fill line and on mine it's 6 litres.
Check the water level in your cistern, if it's not up to the max fill line then the float on the input valve can be adjusted so that after a flush the cistern fills to the max line (you may then have to raise the height of the overflow pipe so that it's just above the water line but below the height of cistern fixing screws).
On my Fluidmaster push button flush valve there are a couple of sliders that adjust the volume of water that flushes on a long flush and a short flush, so that's something worth looking for on yours.

Hi Chantelle. I though we'd already ruled out an obstruction as the toilet flushes well with a bucket of water? The pipe is only running 40cm to a straight drop down pipe. No kinks as it's not flexible. Definitely not flowing uphill either. I'm fairly certain its a flush mechanism problem. Jules, I've already upped the fill to the max. I quite like the idea of replacing the parts with a more powerful flush so will post a photo later.
