Assuming it’s a new build house? It’s for a security alarm. (There’s nothing connected to it at the moment). There should also be a breaker in the consumer unit that says security alarm or similar !
Yes, it's been put there for future use.
Not necessarily for an security alarm though, as an unswitched fused spur would typically be used.
And I wouldn't expect it to be labelled at the consumer unit, because there are two feeds at the fused spur which suggests this is not a dedicated circuit.

Only going by a house I lived in a few years back. That was labelled security alarm (with a switched spur!), was on its own circuit but the outdoor security light was also connected to it. (Maybe the same here??)

Well it could be for just about anything that requires 13a or less. But intruder alarm is a fair punt. I doubt it would be identified at CU as intruder/security alarm, as it does not currently exist and it would be pointless to label circuit with that info. Likely already either a radial or ring final socket circuit anyway.
Only going by experience. In new builds an alarm is usually an optional extra. So they put the “spur” there in case it’s purchased...... I’ve lived in 2 new builds that both have had it. My latest one didn’t have an alarm installed and is still labled!
And it should be unswitched for an alarm ...
That is strange, wouldn't label anything myself, if it did not exist.

Do you have a light under the stairs? If not, do you want one?
