Can this Cable be moved?

I am attaching 3 photo's. The first is where the cable runs across kitchen from Boiler and through wall above a cupboard which houses the Water Cylinder. The second shows the same running down Bathroom wall. The third shows where it ends up in the Cupboard with Timer etc connected. Question is why not take from Boiler up to Ceiling and run above Ceiling then straight down into Cupboard ? Is it me or have they gone the long way round to do this?

It is a case of how far do you go!
If specifically asked to route pipes and cables discreetly, this obviously comes with a time and therefore cost overhead.
