We would if there was a big metal ring left stuck to the wall. I suppose you could resort to keyhole surgery, walloping it with a crowbar through the hole or something.
We had our boiler replaced c. 18 months ago and the chap spent a lot longer than 5 minutes on the scaffold. The new boiler had a different layout and the flue for the new one was some distance away. So as well as drilling the hole and fitting the new flue he removed the old one and sealed the hole.
NB He would have done the work from a ladder but there is something in the way and a ladder could not be placed in safe location.
Unless you're doing it yourself, you really are bound by whatever your local installers will do. I would have thought that it could be done, assuming like for like, with access reaching out of the window. But then I am not a boiler installer
If you had actually read what I wrote, and what it was in reply to, you would have seen that I made no comment whatsoever about the height of the work.
What I clearly was pointing out was that you said that it will be only five minutes work and that it may well be quite a bit longer than that.
