Anyway if we conspire to adjust the nominal voltages to include anything from the smallest battery (cell) up to a figure exceeding the voltages of any mains appliance , I will be happy (In Theory!)

I really, really, do not see what the issue is.
 
The permissible supply voltage used to range from 225.6 to 254.4. Now it is 216.2 to 253.0.

There has to be a nominal value in the range to use for calculations.

That nominal value used to be 240, now it is 230.

Those numbers always seemed out of whack to me

My assumption always was they were a get out of jail free card for the DSOs( correct term?) rightly or wrongly
 
In reality, the voltage didn't really change all that much.

In my entire career, I never had anything outside the low end of the scales, the lowest being high 220s.
I did have a couple exceed the top limit.

Attending faults, I've had a few floating neutrals on DNO supplies resulting in readings of 400V+ on 230V single phase domestic supplies.
 
I can recall voltages down to maybe 200 -210 can't remember exactly

That would be on bad single phase domestic
supplies .

Also loss of neutral in installation 3 phase distribution circuits causing equipment failure and same with external pen failure
 
In my local area I have found the majority to be 239 to 245 most of the time at test in populated areas , which most are around here.
Less populated areas varied a bit more.
This area was firmly TNS biased but newer properties TNC-S and lots if not all of the TNS ones are considered to be TNC-S like to some degree at least.

Lost N quite rare but not unknown and the results witnessed.
