    Wall is miles off

I am putting some framed dado rail on bedroom walls. The walls are nice and flat apart from one area approx 70cm x 50cm region of a wall. Any ideas of how this can be rectified as I want the rails flush against the wall. I have attached a photo so you can see how out of whack the area is.

    Best way to board window

Thanks. I was quoted £800 to remove window, brick, render remove sill etc. That’s not something I can afford. If I ever come to sell I can remove the board and have the window showing.

I was using a steamer to strip some wallpaper and whilst doing so quite a large chunk of paint came off exposing the plaster. What would you recommend in terms off filling this and what grit sandpaper ? I’m painting the whole room so would need to be even. Thanks in advance.
