1 year old patio. Is this settlement?

Interesting that the dip in that 1st photo is near a manhole cover, as mine also is (probably should have mentioned that)
The manhole itself was completely covered by old patio (not our doing) and the company that fit the block paving discovered it. They raised up the manhole with cement and fit a cover, with blocks inside it. Very similar to the one in your photos.
I understand dips are likely to occur near manholes. Is that correct?
Dips usually occur around manholes, whilst the lid and the MH structure itself, stays put. This is because the MH is built on a concrete foundation, whilst all the material around it is non-virgin, reinstated (uncompact) ground.

Got you, thanks. Might make a bit more sense now. Sorry, should have mentioned the manhole at the beginning, was a bit caught up.
 
That aco drain looks ridiculous, and it's solving a problem that shouldn't normally exist, i.e. water flowing towards the building. The fact that it was needed suggests that nobody thought about drainage at all.

Which is why I say it all needs looking at overall, in person by someone who knows and cares about what they're doing.
