2G 11 lamp

I have an issue with a pond pump UV light
What would you expect the resistance between line and neutrals pins on a 24W four pin UV 2G11 lamp to be.

GERMICIDAL PLL 24W 2G11

Between the top pair of pins - a low resistance
between the bottom pair of pins - a low resistance
Between any other combination - open circuit.

Exact values don't matter, the failure would be one or both filaments being open.

If its old it will be not work as efficiently , after a few years should replace in any case
