Yes, that one will do the job, easy to install, if you make careful note of the location of the wires on the old switch.
Also with that one you can probably replace one dimmer module with a push on-off switch for the landing light so that it never gets dimmed.

Could you not just get a lower wattage bulb/lamp?
Isn't it going to be a bit inconvenient getting out the stepladders and swapping the lamp every time you want it dim, then swapping in back when you're done?

Indeed, but I can't see why the lighting level in a hallway ever needs changing.
