My boiler flue is too close to the vent cover for an extractor fan. The engineer who did the boiler service proposed a flue management kit that'd set me back £200+, since I'm not allowed to DIY it. It occurred to me that I could in effect just do the same to the vent outlet, which I could DIY. Would that be compliant? I was hoping to get away with hooded cover like this: https://plumbing4home.com/products/ventilation-air-hooded-non-return-flap-white-outside-duct rotated 90 degrees so the opening points to the left. Otherwise I could put a short length of ducting in.

I would think the concern is fumes getting into the vent, which turning through 90degrees will not alter. But perhaps removing the vent and fitting and sealing, an elbow and piece of ducting ( the same as is above the vent) and another elbow and cowl on the end of the ducting would achieve what you want, as you suspect. Bit unsightly though.
I'm not a gas engineer but don't see how they could argue it didn't meet requirements
