The seller wasnt based in China as the light only took 2 days to arrive
Of course he is.
He says so himself.
The reason the light arrived so quickly is not that the seller is UK based, it's because he rents warehouse space in Exeter, and has a stock of goods stashed there.
I doubt that there is a single person responsible for making, importing, or selling that light who is within the jurisdiction of the UK, and therefore is subject to any laws concerning safety etc.
Your light may be absolutely fine, or it may be dangerous to the extent that it could start a fire or electrocute someone. The problem is that there is no way you can tell, and there is a substantial body of evidence which shows that eBay and Amazon etc are awash with Chinese sellers who are selling the most appallingly dangerous tat.
And my point (which some people above understand full well, but are trying to ridicule for god knows what reasons) is that the risks of buying stuff from Chinese sellers is too high. Yes, that does tar all of them with the same brush, and yes, of course there are Chinese products which are absolutely fine, but as there are so many which are not and which could seriously harm you, and as there is not one single legal or regulatory obstacle which stops them from selling directly to consumers here, my advice is to not touch their goods with a bargepole. And it will remain the same until China itself does something to clean up its act.
The reason that so many Chinese made products are so much cheaper is not entirely due to excessive profits by European manufacturers and the use of cheap/child/slave labour in China.
