Does updating the wiring I.e. rewiring your house improve efficiency and lower your electrical bill? Bear in mind when I say this I'm talking about a house with its original 1962 wiring being rewired

Extraordinarily unlikely circumstances aside, re-wiring, as such, will have no effect on your electricity bill. Of course, re-wiring may present the opportunity for you to make changes (e.g. to types of light fittings,methods of water heating etc.) which could improve efficiency.

If you want to reduce your electricity bill, you need to look to matters such as the way you use electricity, the lighting you use, insulation etc. etc.
