An example from a local council - so if you lived there for example, it's pretty clear what their guidance is. It's explicit.

I have E-mailed them and await their reply.
I suspect that it is their website which is wrong though.
On the same page they also state that extentions and modifications to telephone cabling is notifiable, but new circuits are not
Approved document P makes it perfectly clear that works on the outside of an external garage are notifiable. Certain jobs inside are not.

How can anyone work within if the work is outdoor? I believe you have misunderstood this. Replacing sockets, light switches, light fittings IS allowed because it doesn't involve new wiring. Adding sockets and lights DOES involve new wiring.
It is clear as far as BS7671 is concerned, 'OUTDOOR' means outside the main equipotential zone. A detached garage IS outside the main equipotential zone. Using portable equipment outdoors includes the detached garage, therefore the relevant 'outdoor' precuations must be taken.

Why would they list indoor and outdoor work seperatly if it were all notifiable?
Surely it would just read something like "all works in attatched and detached garages is notifiable"
You can extend the equipotential zone from the house to include the garage, but that is not what is being discussed here.
