The least environmentally harmful thing to do would be to not bring economic development to the area.
If those invited to the anual COP party were actually concerned about climate change (they're not, by the way) then economic development would be one of the worst things that they could promote.

Anywhere.
If co² will lead to our impending doom, like they say it will, then greater economic consumption will only produce more of it no matter where it takes place.
They should be advocating self sufficientcy, not consumerism.
 
I’d say cutting down protected rainforest trees is possible a bit different from building a business centre in Leeds.

If it helps bring increased prosperity to the area and stops them logging and clearing gigantic amounts of rainforest for cattle, then it might be a small price to pay.

As is GB attaining net zero in relation to the rest of the world. Yet GB net zero is critical I've heard. Two tier climate lol.
Every little helps, more so as trumpf moves into full scale denial.
