American police chases?

I can see a future of an immoblising device being fitted to all cars to prevent those without insurance etc being able to drive...and stolen cars being immobilised by a following police vehicle.

Something like this ??

Look at those bars on the front of that police car. That's what we should have.

On second thoughts, I'm sure they would breach the criminals' human rights.
