I know that ATEOD what matters is what anybody I use to produce a custom 3D printed item thinks, but there's no point me looking for one of those if my whole idea is unworkable.

I want a panel something like 100mm x 200mm x 2-3mm, probably black ABS, with rectangular apertures in it to take push-in panel switches like these:

So far, so feasible.

But I want legends above each switch, so I was thinking an embedded layer of a contrasting colour - drawing here with a cutaway corner to show what I mean:

And the top surface cut away (i.e. not printed) to make letters:

Or ditto but with the contrasting layer printed with raised areas flush to the top surface:

Either idea OK?

Either idea utterly bonkers?

Easy enough with the right stl file. Contrasting colours or two colour printing is becoming popular. I don't because of the amount of waste generated with the colour change but commercial outfits would be easily capable. Raised or sunken letters is easy.

Not clear about what you're trying to achieve. Is it to obtain a panel or to play around with a 3D printer?
If it's the former then look at a product often called Darvic. It's a sheet PVC material with a contrasting colour sandwiched between the base colour. An engraver is used to remove part of the top (base) layer, giving the effect you seem to want....recessed contrasting letters. Many printing businesses have used this for many years to make labels for industrial control panels.
You may also get the print shop to cut out the switch holes.
I think this will prove much more cost effective than 3D printing.
