Anti vandal bulkhead

Just fitted a anti-vandal bulkhead 100W IP65.

Just a query when fitting a bulb,

100W max wall mounted or 60W max ceiling mounted.

Any idea what's the reason?

Ceilings usually have a lower fire resistance than walls and all that heat may set fire to it. On the wall heat rises away from wall and appliance, on ceiling heat rises to attached ceiling and it get hotter and hotter.
