Are all British citizens British?

There will be (a very small number of) exceptions, for instance for people who have never claimed public money, have not committed any crimes, and can speak English.

Your plan reminds me a bit of my old friend berty3000's sixteen point plan for the UK. It's a pity he left.

I suppose it depends how you frame being British, English, Scottish etc.

For example I consider myself to be Scottish, however I'm mixed race, Scottish mum Indian dad. Also, because I know nothing of him nor that side of my family, I'm more Scottish than I likely would have been had he and his family been in my life.

However, I would argue that someone named Campbell McTavish, born to white Scottish parents who were born to white Scottish parents who were born to white Scottish parents and so on, is more Scottish than me in a genealogy sense.
