Might not actually be a fault. Those hp microservers leak quite a bit (at least my one did).

Are you allowed to replace an RCB yourself?

You should have an RCD rated to the current that will be running through it.
Having said that, replacing a 16A RCD with a 32A one will not help stop it tripping on overload as an RCD has no overcurrent protection.
It is tripping because there is a fault somewhere. I assume the alternative supply for the treadmill that "works" is not RCD protected?

Many treadmills have high earth leakage due to the large mains filters fitted.

I must say I have had a Decathlon mill for a good many years and my RCD has tripped twice in that time, once due to a faulty TD and once due to flood.
But, never say never!
