Part P? Part stuPid! IIRC it was a diktat from the Office of the Deputy Prime Minister (a certain John (now Lord) Prescott) who, like those of his political persuasion, made it a "jobs for the boys" thing, with registration (at a fee) to self-certify work, or pass it to the local authority's Building Control Office to provide a certificate (at an even bigger fee). Fortunately, David Cameron's government had the good sense to water-down Part P so it now only covers CU changes, new circuits and work in "prescribed areas" such as bathrooms. England quite happily accepted the changes by David Cameron, but Labour Wales still have the draconian version. No prizes for guessing my political persuasion!
