In what sort of World is this acceptable, if a shortage of prisons is a reason, then build more, during Covid we managed to spend billions building mostly unused Nightingale hospitals quickly, do we care so little about the victims?

We certainly need more prisons for these types, but another argument for capital punishment for serious offenders, child killers, murderers etc. We should be seriously looking at killing some prisoners to make room for new offenders.
