Bathroom fan only comes on when lights go off

It sounds like your new fan doesn't have a timer.
Please look again at wiring colours and list them here, a picture would be better especially of old and new fans terminals.

Are you sure the old fan actually had an earth terminal?
It may have been a switched live terminal, indicating a timer fan.

Maybe some numpty has used the earth conductor for something else. Did you make a note of which wires went where on the old fan?
sounds like the 2 wires you thought were L and N maybe actually permanent Live and Switchlive, when you turn the light off the fan motor is getting a Neutral return via the lamp.

That sounds like a distinct possibility.
I can't think of any other reason but I want to know the cabling before I offer advice.
