Bathroom Floor HEating

Has anyone fitted underfloor electric heating in their bathroom. If so I have a question on the correct position for the heater switch (electronic controller). If I interpret the BS7671 regs correctly then the item concerned is a mains switch (and therefore has no place inside the bathroom).
Due to the controller not having any metal surface or buttons can it be mounted in Zone 3 without any risk to the wet occupants??

Switches can be mounted in Zone 3. Airing cupboards are outside the zones.

Thanks I nearly cut a hole in the wall outside the bathroom tonight to mount the controller in!!!
