Best underfloor for vinyl?

Will be having some vinyl laid over a dry concrete floor. Level but not screeded.
The vinyl will be something decent like Polyflor or Karndean.

I presume it's best to overlay the concrete. Should I use ply or hardboard?
And what should I use to stick it onto the concrete?

Doubt that you'll get a reliable fix using any type of adhesive - instead it's better to drill, plug and screw the plywood down on 150 to 200mm centres
 
You need to use a smoothing compound not plywood. SLC some people call it.

like ardex NA , fball stopgap 1200 , Uzin NC150 etc

With Polyflor Forest FX, The flooring chap decided the floor was flat enough as it was. But he agreed that otherwise a self-leveller would have been the correct solution.
