It was perfectly clear he did, it was filmed - The Russian's meeting Putin, to vote on whether to go to war knew what answer Putin expected them to give. All but one voted to invade the Ukraine, the one who hesitated was clearly stuttering and stammering, trying to avoid voting in favour and bullied by Putin on camera to vote to invade. None of them dared to say no, they would be taken out side and shot.

I am just pointing out the realities of modern warfare.
Maybe the Russians have carried out atrocities.
What i do take issue with is this tendancy amongst the western political elite and media to maximise the crimes of their rivals while whitewashing and minimising the crimes of their own side.
If Putin was British he would probably get a knighthood for his illegal wars and other crimes.
