Blown/ burnt fuse for underfloor heating ...

Hi please see picture attached. Ive moved into a newly renovated flat with underfloor heating. I noticed the switch for this looked like this this morning. Unsurprisingly the digital screen is blank. Can anyone tell me what they think has happened?
 
I would assume that something other than the correct fuse was being used and a fault has caused that and probably significant damage to the wiring.

It might be the switch had defective contacts.
However as the one above it has damage on the edge of the fuseholder it seems inevitable that there will be other problems.
The damage on the other one is either because people have already replaced the fuse 100 times, or the holder is jammed in and will shortly end up like the burnt one.

It is also worth considering what type of 'newly renovated' property has had someone painting around those switches with a coarse paintbrush full of dirt particles.

Generally, the walls would be painted before electrical items were installed, or at the very least they should be loosened from the wall before painting.
