It is specifically talking about removals in the 13,500. That doesn't include volunteers which would make the figures much higher.

Nearly 24,000 voluntary returns since April, they could have bumped the figures up a lot higher if that was the intention.

My whole point has been that people are being deceived - misled and are being had - like you were quick to jump the gun - didn't believe be until I showed you the Gov's website - notch thought I was making things up until I showed him the Gov website - now all he is left with is trying to pick a technical hole.
For the average jo on the street for whom the 13,500 figure is aimed at they would not reasonably of thought that it meant only 8,519 were asylum-related returns, and within that only 2,376 returns of people who had arrived by small boat. Neither do they realise that its not people --- its returns which the gov themselves say --from the Gov website--The statistics in this section show the number of returns from the UK. One individual may have been returned more than once in a given period and, if that was the case, would be counted more than once in the statistics.
