Boiler flue problem

hi All,
I wonder if someone can help me we have a vertical flue coming out of a flat roof and when it rains heavy we get rain water co big down the flue and dripping were the connection is, can someone please tell me if this flue looks correct, it looks like it needs some sought of cover on top ?
