no, that drain off tap is for the hot water cylinder feed from the main cold water tank in the loft.
it is poss that a lazy plumber didnt fit drain valves for the central heating, ive seen a few. which make things a little more complicated.
does the boiler have one?
no drain valve on the boiler either.
I've left the boiler/heating off for an hour or so and when i turned it all back on again, the boiler fired up, started heating and after a few minutes the overheat switch popped out and the boiler shut down
