Whatever the answer, the EU will soon have us using flint & kindling.
I've seen this before and it had efficiency thrown in too. On that last point the kettle wins in that as a simple electric heater it's nearly 100% efficient whereas a microwave suffers from energy losses producing those microwaves.
Laying aside the practicalities of not all kettles can hold just a cup of water then I believe the kettle wins on speed but possibly the microwave on cost as while not being so efficient it consumes less energy.

i dont have an induction hob but suspect it may come third but i dont know
heres the results
900w micro 20w fan 20w light turntable un known
input wattage 1.5 kw[actually 1486w but to make it simple]heat time 2 mins [actually 2 mins 8 sec]
so around 50w per cup based on 1.5kw per hour divided by 30 at 0.6p per cup
kettle 2.23kwh 1m[1.2sec] so 45w per cup or0.55p at 12p a unit
kettles usually require minimum amounts so unless you choose a kettle that is happy with little or no water over your cup full in a boil it advisable to stick to minimum levels
just to simplify in case my rantings are confusing
