On a job yesterday at a large house that has been converted into 5 flats. All the gas meters are outside and bonded in 16mm on the incoming sides. Is the sufficient or should each flat have its own 10mm earth from the flat CU to where the gas pipes enter the flat (or as near as possible)

AFAIK, each flat should have its own equipotential zone. The pipework should be bonded where it enters the flat. Await confirmation of this.
 
Incoming side is no good. What if there is poor continuity through the meter?
