So all the past history of treating pnuemonia and the like was put on the back burner and they did some 'experimentation' on some human guinea pigs till they came up with "this is not working" right.

Make a decision.

Either they should have blindly followed their experience with respiratory illnesses and put people onto respirators when they didn't need them, because that's what experience and science says is needed for Flu etc. or they should learn and adapt and use respirators less frequently.

And experimentation on people is how we realised that Dexamethasone worked, that probably saved millions of lives. In the end every medical advance has required experimentation on people.
