Brick Wall, Dodgy or Not Dodgy?

I saw this wall was built with doubled up bricks, is this just a trick to save time? Is it dodgy?

Not dodgy. If blocks are laid flat, they should be doubled up like that. So they knew what they were doing. And it looks neat and joints full.
