The 25mm 'rule' can be seen in the onsite guide i believe (not got my copy handy). Have a look and see if it offers a regulation.
Im pretty sure there's nothing specific in the 17th about proximity of cables to gas specifically, but i would think the section referring to proximity to other services might contain a reg that could be used (again, not got my copy on me so you'l have to have a look).
