Was moving things about in the loft and saw this in the corner of the hip roof under eaves. What does this look like hanging off the timber? I am curious if its a problem or not. Thanks.

Remains of a wasps nest, it looks like.

When you went up there, did you prod it?

If it was an insect nest, it would be papery and brittle.

Whereas if it were rot, it would be soft.
Additionally, if it were rot affecting the roof timber, that could be soft too.
