Can I paint over old lining paper?

3 rooms in our house have lining paper and what looks like a thin coat of matte paint. The lining paper looks like its been laid quite poorly with all the sheet lines visible and some peeling around radiators/switches etc. Is it possible to just paint over this? I have seen Zinsser 3 in 1 wallpaper paint has some good reviews, however im not sure whether the lining paper we currently have on the walls is in too poor condition for this? Can anyone advise?

I wouldn't do so myself but if you want a cheap job done then expect a cheap aesthetic in return.
Are you renting the housse?
 
no we own it. We removed the paper from 2 other rooms and the old lime plaster underneath wasnt in the best condition so will have to spend a lot of time filling and sanding before we can paint again. Anticipating the similar issue with these rooms and would rather not spend the next year endlessly sanding and filling if we can help it - dont have the budget to hire a decorator. If the paper will all just peel the moment we paint it then obviously we will have to remove it. But if anyone else has had acceptable results just painting over lining paper then would be interested to hear.
