Well, except that that goes slightly further than the actual act, and to that extent is meaningless. The act does make certain provisions:"© The Institution of Engineering and Technology and BSI
NO COPYING IN ANY FORM WITHOUT WRITTEN PERMISSION"

These are generally referred to as the fair dealing provisions. The Copyright and Related Rights Regulations 2003 (SI 2003 No. 2498) amended certain provisions of the Copyright, Designs and Patents Act 1988. One of the most significant changes was to specify that the fair dealing provisions for research only applies where the copying is for a non-commercial purpose. This guidance reflects these changes. Under fair dealing, copyright material can be reproduced for the purposes of:
* Research for non-commercial purposes and private study; and
* For criticism, review and news reporting.
You're allowed (usually? always?) to make copies of software for backup purposes. So if you had BS 7671 on CD you could copy that.On initial reading on the act itself, I draw the conclusion that the scanning of the document *entirely* for one's own use (private study - non-commercial) would be legally allowed,
If someone asks a question here, reproducing the relevant regulations is for their benefit, but clearly is not commercial. Does it qualify as "review and news reporting"?But that reproducing it purely for the benefit of others is clearly not allowed.
