10 years ago I caught the 2.5mm flex to a light when I was plying the floor of the bathroom before tiling. I just taped the wire up with pvc tap. Currently the ceiling is down the the kitchen and wonderd if there is a better repair I could/would do on this while the ceiling is down. Thanks!

A proper joint in a suitable joint box, or it may be easier to simply replace the cable end to end and not use a joint. The type of joint you can use, depends upon whether the joint will be accessible for inspection later on. Likely it will be 1.5mm, rather than 2.5mm.

Just put an empty joint box around the cable without cutting the cores. If the damage to a conductor is severe, cut and joint that core, an ideal through connector would be ideal.

If you haven't damaged the insulation around the wire anything you put round the cable is just aesthetic and serves no real purpose other than letting you think you have done something to make it safer

I think it has damaged the sheathing of one of the cores. I will inspect it.
