If so the rads will always heat up when the hot water is being heated. All the actuator does is open and close the path through the cylinder; this will be controlled by the cylinder thermostat. If you want to control both rads and HW independently, you will need another actuator in the pipe to the rads.

Are you sure there isn't a second actuator, in the radiator circuit?

that is how my set up looks

not aware of any other actuators, wouldnt know where to look, but i think you have solved my problem, the system will be getting replaced by the end of the year so hopefully will get it made right with the new system
