Conduit for data cable - vertical spacing and gluing?

This weekend I need to run a short 2-3m section of vertical 20mm conduit on an outside wall as mechanical protection to a Cat6 cable running to an IP CCTV camera. Because of the location of the internet hub and the camera being pretty much on the other side of the wall I’m coming through the wall just above the skirting into a 1 outlet junction box, 2-3m vertical run of pipe into a threaded adapter into the camera. There isn’t the option to run it vertically internally.

First time I’m using PVC conduit, is vertical spacing around 600mm sufficient?

It’s an exterior run and no connections are made within the conduit, do I need to glue it or is a weep hole in the junction box ok? The only ingress point really is the pipe into the junction box.

Asking in electrics as couldn’t find a data cable section and I figured conduit is mostly used for electrics. Thanks
