connecting to the mains

My neighbour laid a new supply pipe from the mains to his house.
At the same time, he kindly laid/buried a parallel supply pipe across his garden to the rear of my house (where my existing old supply pipe runs).

One end sticks up near the mains in the road (suitably corked!) and the other end next to the outside of my kitchen wall. I now wish to connect this new supply pipe.

Do I need the water company to connect the mains end?
Or can any plumber do this?
Or does it have to be an 'approved' plumber?
How about the other end going through the wall and conecting to my internal stopcock?

AFAIR a plumber with WIAPS membership is authorised by the local water company to make the connection..but check, I guess it also depends where abouts your connection is at the boundary.
 
Someone with just the blue EUSR Water Hygene card could make the connection at (but inside) your boundary.

And you can connect the house end yourself if you want, make sure you get rid of all the lead
