consumer box position

whats your thoughts!!!
customer has cu and meter under his stairs, he is looking to move the box and meter so he can install a wc and sink under the stairs. The meter is going outside the house, and he wants the cu still to remain in the soon to be wc room...but moving higher...which would mean it is fitted not to the wall but the wooden staitrs, not the actual step part but the wood that is attached to the wall....if you catch my drift!
Can this be done??
 
If you mean the stringer, then no it is not ok. also i think it will be outside the reccommended height limits at a guess.
 
yes the stringer thats what i mean, whats the reasons why its not ok?? there is no movement and its a part of the structure....and what height restiriction do you mean?
 
Can't remember the reg no's but sure it should be fixed to fireproof board on wall, and should be below 1.6mtr. No doubt someone with the book handy will correct me.
