consumer unit.

Hi i've just bought a flat and the consumer unit was replaced just before the old landlord sold up. When i turn off the tube light in the kitchen it seems to flicker and there is a heating cupboard and the light flickers when its turned off.

I don't know how long this has been happening for and not really sure what to do.
should i call a sparks to come and take a look?
