adding a cooker hood in kitchen. want to come off a socket but the nearest and most convenient socket is a spur off the ring main. I know that this is not allowed but would it be ok if I added a 3 amp FCU for the cooker hood?

Hope someone can help

No, becuse that is a spur off a spur off a ring final circuit, which as YOU stated yourself is not allowed.

You could use an FCU as the first spur from the ring, and then supply the socket AND the cooker hood from the load side of the FCU, providing that 13A will be sufficient capacity for the intended useage of BOTH the socket and cooker hood.
