not if the cupboard is going to be full of pans and roasting dishes and utensils and cloths and other random kitchen stuff. The switch must be "readily accessible" is what the regs say. Why have it in a cupboard?
 
Because it's already there. However, the cupboard is small and on the shelf concerned, we could only fit a small saucepan anyway.

Building Regs say it should be attached to the fabric of the building, not the cabinets.
