If someone had just moved into a property which had been repossessed and the CU had been smashed of the wall, leaving a dangerous situation of exposed live cables, would it be notifiable work to replace the CU seems its damaged and dangerous?

Replacing a CU is notifiable.
It is still notifiable work, but if it is in a dangerous way I believe you are allowed to carry out the work and then notify.
you can't replace the CU without notifying..
you can make safe teh cables by pulling the main fuse..

But your not allowed to pull the main fuse either 
Best option is to call the DNO straight away and get them to come and make safe - if it is dangerous they will be there within an hour or 2.

if it's dangerous to the point where there are exposed live wires then i think that the DNO would make an exception..
alternatively, get and old screwdriver and a pair of marigold gloves and short it out..

If I come across it I'd fit an isolator and leave it off.
But yeah I'd phone supplier and say it's unsafe.

Best would be to isolate the supply immediately.
Part P allows for mergency repairs to be carried out and then notified so you could repair this today and then notify the council on Monday. If you are chaning the CU then you should carry out all the tests and complete an EIC.

if all the devices are in good order then i don't belive its notifiable to put them in a new enclosure.
replacing the breakers even with the same values is at least according to the law (iirc certain official documents say that like for like is not notifiable but this is not backed up by the law itself).
