Decking same height as paving & mice!

I am in the process of putting in a block paved patio in the garden, but the missus wants the path around the house that leads to it to be composite decking. So far so good, however, we have a problem with mice in the garden and I don't want them/rats nesting under the decking.

Is there a way to stop this? Can I back fill the decking frame with mot type 1/stone and compact it? Or will this just rot the wood frame. Any advice greatly appreciated, as the dilemma is holding me up!

my thoughts
look after the decking and ignore the mice or at least the decking will make no difference to the mice a lack off food will
i would just make sure its as cat friendly as possible and deal with the mice
but just my thoughts ??

Stop using a bird table that scatters rat food on the ground.
