The previous owners had an extension built at the back of our house in 2007, and the back wall of the house (garden side) has two sets of french doors which are c.90cm above the ground as the house is on a slope - original doors from the existing house and a new set from the extension. As part of the planning permission, there was permission for full-width steps down to ground level included ("reconstruct stairs" but with additional width to cover the extension doors).
At some point after that, a raised deck was built instead of the steps, which have been in place for more than 4 years (so grandfathered in now if it was built after the rules changed). No one can see it and it is nowhere near neighbours, so it's unlikely it was ever noticed or questioned it.
It's rotting and unsafe so needs to be replaced. Our desire is to replace it with a platform across both rear doors (a landing) and then stairs down, but made of decking material (rather than stone/concrete etc). This would be similar to the original planning in 2007, with a full width landing across both doors, but with only half the width stairs leading off from one of the doors, instead of full width, so we gain some patio space. The landing part would be >30cm above ground level, but would be part of the stairs and not really a decking space (the doors will open onto it).
Are we likely to need new planning permission in order to have stairs put in to replace existing decking, where the stairs are broadly in line with the original planning permission from 2007 (the detail on the stairs in the plan isn't that specific) and aren't for the purpose of being a decking?
